The primary function of all governments is to take money from one segment of the population (taxation) and give it to another (appropriations). Governments also victimize minority groups (governments have frequently imprisoned or even killed peaceful people who have preferences that they disapprove of or don't look the same as most people in their particular area). Q. Right wing and left wing paradigm is a socialist invention. Not all "right wingers" accept it as an accurate portrayal of human ideas. I personally wish this divisive paradigm were not accepted by so many and each person could just think independently. If you must know, left are people who generally don't believe a god exists and see it as the government's job to enforce social justice in His stead by creating massive bureaucracies and redistributing wealth by serfdom-like progressive taxation among other maneuvers.
