A state is a set of institutions that possess the authority to make the rules that govern the people in one or more societies, having internal and external sovereignty over a definite territory. In Max Weber's influential definition, it is that organization that has a "monopoly on the legitimate use of physical force within a given territory." It thus includes such institutions as the armed forces, civil service or state bureaucracy, courts, and police.

Although the term often refers broadly to all institutions of government or rule—ancient and modern—the modern state system bears a number of characteristics that were first consolidated in western Europe, beginning in earnest in the 15th century, when the term "state" also acquired its current meaning. Thus the word is often used in a strict sense to refer only to modern political systems.

Within a federal system, the term state also refers to political units, not sovereign themselves, but subject to the authority of the larger state, or federal union, such as the "states and territories of Australia" and the "states" in the United States.

In casual usage, the terms "country," "nation," and "state" are often used as if they were synonymous; but in a more strict usage they can be distinguished:

  • Country denotes a geographical area
  • Nation denotes a people who share common customs, origins, and history. However, the adjectives national and international also refer to matters pertaining to what are strictly states, as in national capital, international law
  • State refers to set of governing institutions that has sovereignty over a definite territory

What state do you claim as residency for tax purposes - military?
Q. I resided in state 1, moved to state 2 to marry and reside with my enlisted husband who is stationed in state 2 but husband has state 3 listed as home state since that is where he resided when he enlisted. Which state do I claim residency for state tax purposes? I have received a variety of answers which is what I also found online via military, IRS, etc websites but thanks for the responses!

A. You are a resident of the state listed on your spouse's W-2. (Unless you are military too.) If you worked in the other states, you may need to file another state tax form for each state. I don't know how much money you made in those states or what states you lived in, or I could tell you if you have to file. If you do have to file one or more other states, you get the NR forms for Non Resident. Some of the states make you file the same filling status as your Fed. and some will let you file MFS . You should really go and see a tax pro like at H&R Block if you did have income in the other states. They will help you sort through everything and determine what you need to file. How do state income taxes work when working in MI and living in TN?
Q. I recently moved from Michigan to Tennessee, and am continuing to work remotely for the same company. I understand that under normal circumstances, the two states would do some sort of weird mathematical equation behind the scenes to figure who gets how much tax on my income. How does this work in Tennessee, which has no state income tax on wages? Have I chosen poorly by moving to a state where sales tax is higher to help compensate for the lack of income tax, or will I get some sort of credit next year?

A. Since you have moved to TN, the State of MI is no longer allowed to tax your wages as of the date that you became a TN resident. File a part-year MI resident return for the year that you moved, showing ONLY the income you earned while living and working in MI. The income you earned after you moved is no longer subject to MI State income taxes. You should also notify your employer to stop withholding MI state taxes as you are no longer a MI resident or working in MI. The location of your employer is irrelevant to the State's ability to tax your wages.
